Job Description
The New York City Department of Correction (DOC) provides for the care, custody, and control of persons accused of crimes or convicted and sentenced to one year or less of jail time.  The Department manages 11 inmate facilities, 8 of which are located on Rikers Island.  In addition, the Department operates two hospital Prison Wards (Bellevue and Elmhurst hospitals) and court holding facilities in each borough. 
 
The “DOC” seeks to recruit a dynamic Staffing & Recruitment Specialist to join its fast-paced Human Resources – Staffing & Certification unit.  Reporting directly to the Deputy Director, the selected candidate will perform the following job functions that include, but not limited to:
 
•Responsible for recruitment for Agency positions through the development of job postings and recruitment strategies, civil service lists;
•Establish regular and proactive communications with hiring managers to provide status updates on hiring;
•Utilize PRISE in order to solicit current civil service certs for new appointments and promotions, s well as certification disposition;
•Manage and conducts pre-employment and on-boarding for all new employees;
•Act as a liaison between DCAS and DOC with regards to the establishment of civil service list;
•Collaborate with and builds relationships across functional divisions and management, as necessary;
•Assist hiring managers with interviews and enter interview evaluations in NYCAPS;
•Prepare job offer transactions in NCYAPS to ensure payroll action is taken;
•Responsible for requesting DP2001, Travelling Personnel Folders (TPF) for employees transferring in from other mayoral agencies and DP189 for employees;
•Responsible for entering electronic DP72 transactions as well as follow-up with requesting agencies through completion;
•Responsible preparation of all employee personnel folders;
•Other duties as assigned.
 
Minimum Requirements
1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
 
Preferred Skills
•Ability to understand and prepare records and reports.
•Excellent written and communication skills.
•Ability to work on multiple priority projects.
•Extensive knowledge of citywide systems (NYCAPS, PRISE, PMS, CHRMS)
•Team player and ability to work in a fast-paced environment with great customer service skills.

Residency Requirement
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
